This is a build for an Elementalist, Lightning Tendrils Cast While Channeling Arc for the clear, that can apply 50% shock to every monster in the game, even endgame bosses. The mechanics will be developed later in this guide.
What a glorious day, the patch 3.6 is heavily aimed at Spells and Hand-Casting and boy this build just received a lot of buffs.
First, the most important: Lightning Tendrils got its damage buffed by almost 28%, its damage effectiveness almost doubled, its base AoE increased by 1 and its mana cost reduced. If you don't know how PoE works behind the screen
just trust, it's a huge buff and needs less Poe Orb.
Second biggest buff is the new tree, a bunch of new and revamped points is really efficient in this build.
Orb of Storm got its damage buffed, even more, almost 40% and with a much lower mana cost.
Lightning Bolt, the skill granted by Choir of the Storm is also receiving a massive damage buff and it was already powerful, on my character it's almost 10% of my total damage.
One the small buff list we have Lightning Warp with a lower mana cost and slightly better cast time and bosses are losing a bunch of Curse resistances meaning Conductivity will be even more powerful.
On the nerfs of this patch, we have Arc that received small damage nerf, that is largely offset by the previously mentioned buffs and a more significant on the distance maximum of chaining which hurts a bit the off-screen kill potential.
If you don't want to play with a nerfed Skill you can use Shock Nova that got massively buffed (around 38% more damage).

Pros:
+ Fast clear speed.
+ Extremely fun.
+ Elementalist.
+ Insane damage on bosses.
+ Party play friendly.
+ Viable for 95% of the content.

Cons:
- Squishy on a full damage setup, so not HC viable unless you change the passive tree to a more defensive one.
- Some pieces are costly (but I've got you covered on the budget section).
- You need Uber Lab for a fully functional build.
- Elementalist 2pts Ascendancy doesn't feel rewarding to take, so Normal Lab and Merciless Lab feel a bit bad to run.

Impulse was nerfed in the last league so think it won't be that expensive. You will eventually get it for sure. Watchers eye is also not very expensive since it's single useful mod one.
You can try the build, it's very fun

CwC Tendrils is very common setup, it's just different and IMHO is not necessary. It won't be that much of a DPS increase (if not a loss even) as you will be casting weak tendrils and weak shock nova. Nova has enough damage on its own to do all content, Tendrils are not necessary at all. I did a lot of Shaper testing for both tendrils and shock nova alone and results were basically identical. But for map clearing, Shock Nova absolutely beats anything.

Shock Nova Elementalist is a project that we wanted to accomplish for any long time and it's lastly completed and it's effective. Totally end-game viable, Shaper and Elder dead, so it is not so "hipster" any longer.
Massive AOE, decent mobility and competitive boss harm!
Fast to level up and may be accomplished in the short-term league also, no mirror gear necessary! The total investment right here was about 10 exalts (if we assume you might be gonna 6L a chest your self, which we ordinarily achieve in temp league).

Tbh I was considering dropping EB and MoM to replace the Helmet (and maybe fenumu's, though the 10% less damage is taken and dealt is nice) with rares. The amulet, all things considered, probably too. Essentially anything I could do to improve survivability, ~5k life at max chaos res should be good for a hybrid? Never tried (a reason we went MoM+EB in the first place) - that you seem to be doing fine really helps me in that regard. Respeccing is going to be a pain, but eh. If it doesn't work out even then I'll just go arc mines for the challenges this league.

The playstyle is shield charge and go! Just press Brand Recall and Vaal Blight as necessary, and mobs around you should melt, explode, and take those that still did not melt however with them in their demise. If a thing takes a bit too long to die in spite of that, channel Blight.
If one thing seems like you want to become far away from it (ahem, hordes of geared out Syndicate members), just go away - just after dropping a brand in its proximity.
